You are invited to attend the Board of Supervisors’ public hearing on the North
Valley Pike Corridor Strategic Plan on Wednesday, December 15, at 6 p.m.,
immediately following the hearing of special use permits. The meeting
will be held in the Board of Supervisors' meeting room in the Rockingham
County Administration Center. The consulting team will present an overview
of the draft plan.
The plan overivew, analysis and vision and contents were presented at a Planning Commission public hearing on September 7, 2010. After over an hour of presentation, discussion and public comment
Over 50 citizens attended a public open house on June 23, 2010, to review the draft plan to date. Thank you to all who made it, including many Citizen Advisory Committee members who were present to help explain parts of the plan.
The consultant team presented the draft plan at a joint work session of the Board of Supervisors and the Planning Commission, on June 23, prior to the public open house held later that evening on the plan. View the presentation slides given at this joint BOS/Pc work session (LARGE FILE - 13 MB).

The Citizen Advisory Committee (CAC) held its first of three meetings on November 18, 2009. They affirmed the following draft vision for the corridor, which was compiled from feedback from the September2009 Kickoff meeting:
"In 2035 the North Valley Pike corridor is an attractive, vibrant and beautiful place to work, live, and visit, and functions as a dynamic new arm and northern gateway to Harrisonburg. New high technology jobs exist, and new retail and commercial centers. Well planned new residential areas nearby make for a viable mixed-used corridor with live and work opportunities, shorter commutes and bike/walk to work options. The Route 11 corridor is a safe, free flowing commercial corridor with carefully planned access points. The community is served by a more highly connected street system with new service and connector roads providing more mobility choices, not just for cars but have biking and walking facilities. Trucks and industrial traffic now have safer alternative routes on appropriately designed roads that do not impact residential areas. The corridor overlay ordinance that emerged from the plan respected the rural to urban transition. Farmland and important historic areas were considered as quality new development occurred in this growth area of the County. Design guidelines ensured that development was aesthetically pleasing, and clear standards exist for such things as signage, landscaping, and buffering, as well as street and site design. "

Kickoff Workshop Launches the Project
On September 15, 2009 the North Valley Pike Corridor Plan held a successful kickoff workshop at the VDOT Residency office on Route 11. Strong public interest was evident by a full meeting room. At least fifty-eight persons took part in the workshop which was designed as a listening session to collect local knowledge and identify values that will guide the twelve month planning process. Following an introduction presentation, participants divided into small working groups around an aerial map of the study area to discuss issues and opportunities. Project Approved by Supervisors
On May 15, 2009, the Rockingham County Board of Supervisors advertised for proposals from engineering and planning firms to prepare a long-range development plan for the North Valley Pike corridor. The corridor is defined as beginning at the northern city limits of Harrisonburg and ending at Gravels Road. As landowners in this area, the County encourages you to participate in the planning process.
The first stage of the planning process will analyze and define the challenges within the corridor. Next, the work group will recommend land use and transportation options to the Board of Supervisors, including specific improvements to address immediate and future infrastructure needs. The completion of these improvements will help the Board and community meet the vision for the corridor. The work group will create a strategic plan with the steps necessary to address these needs.
This week, staff has begun its review of submitted proposals. Upon completion of the review process, a recommendation will be made to the Board to enter into a contract with the most qualified firm. The project will be completed within 12 months of the execution of the contract. However, if, upon completion of contract negotiations, the Board determines that the project is cost-prohibitive, no contract will be awarded. You will be notified by mail once a decision has been reached.
