A Community Project
Based on feedback from the public involvement process, and working closely with County staff and the Citizen Advisory Committee, the consultant team will help identify the most desirable future land uses for the corridor. General policies will be prepared for guiding access and land use patterns, types and intensities along the corridor. These policies will be designed to be adoptable as an element of the County's Comprehensive Plan.
In addition, a narrative draft of regulatory standards will be prepared for the corridor. This draft will be organized as a highway corridor overlay district, or equivalent, and will contain basic implementation standards and procedures that would implement the policies. It will be a "narrative" in that it will not necessarily be written in final ordinance format, but rather will be an outline description of the regulatory standards, suitable for public review and further refinement into specific ordinance language for future adoption as part of the zoning ordinance. One of the policy choices that will be determined during the course of work is whether these provisions will use the full authority of §15.2-2306 of the Virginia Code, which allows architectural review for "entrance corridors".
